recurse or forward

is there an easy way to configure a server to:

1) offer recursive service to some clients...
2) offer answers from local zones or the cache to others...
3) forward unanswerable queries instead of simply returning a referral.

i know that 1 and 2 are accomplished via the "allow-recursion" feature
(thank you, sthaug), but 3 eludes me.

ps - this is a little more "operational" than "technical", but i can't
find the bind-users list...
