BIND 8.2.2 (T8B; RC1) is available for general testing

Hi Paul,

I believe that the large */*.ncb (classview info) and smaller
*/*.plg (build log) files in bind-8.2.2t8b/src/port/winnt are redundant
junk (MSVC pollution), and therefore should not be included in the
distribution.
