until it harms someone who can't deselect it, which this won't as long as
no artificially raised TTL's are ever put into additional data. since this
would mean maintaining two TTL's in each memory-resident RR, i expect that
when a minimum-ttl has been set, the server should at this time just put 0
in for the TTL of all additional data (and authority data for that matter).
people who want to run their own private root server systems don't have this
option -- they have to firewall themselves off lest they pollute other folks
with not just uncacheworthy data but false data.
