Len,

As we've been unable to find the resources (and no one has donated patches) to
get the NT port fixed for 8.2.3, we're most likely going to pull it out and
move it over to contrib as we need to cut 8.2.3 final as soon as we can.

If we can find the resources and/or somebody supplies patches to get the NT
port fixed, we'll cut an 8.2.4.
