my server (8.2.3-T7B) reports

i can't say i've ever seen this number climb above 15 for any given
stats period, but this name server is configured with

options {
	...
	allow-recursion { none; };
	...
};

so i didn't expect it to climb above 0.  which it reports most of the
time.  why would it be non-zero?
