8.2.3 T8B available for private testing

		Paul,
				There were a number of issues that came up with NT when I tried
  to build T8B:

		1) Someone had added a Copyright statement for me for nameserver.c
  in src/port/winnt/libbind/nameser.c.  Unfortunately it was not put in as a
  comment!  So it won't build without fixing this.  I send a fix to the
bind-bugs
  mail.

		2) Someone added #include <port_after.h> to both bn32.c and lbn32.c
  in src/lib/cylink.  This gives an error on NT since there are several
definitions
  needed from <port_before.h>.  It's not clear why this was added since those
  are the only changes in these files.  Unless there's a good reason to add it
  to these files, I'd like to get them removed since they compile well without
  the include.  If <port_after.h> is absolutely required then <port_before.h>
  will also have to be included in these files.  Since there's no
information in
  the file, I can't tell why the include was added.

		3) The BINDInstall for NT is copying the installation files in the wrong
  direction, so that the files being installed are being overwritten by the
old
  files that they're supposed to be replacing.  I need to follow up on this.

		Other than that the build went well.  I'll be installing it on two NT
  machines tomorrow.

		I don't think there's a need to move the NT port to contribs now.  I
  think I did a pretty good job of cleaning things up.  8.2.2 was a mess
  as was the original ISC Version of 8.2.3-T6B.  I don't think 8.2.2 is
  supportable, there were too many obvious programming errors.

		I'll let you know when I learn more.
