someone would have to port it to the port_before.h / port_after.h logic used
in the rest of bind8.  right now it has its own idea of how to build in
multiple environments.

note that bind9 uses autoconf so that it will be more compatible with the
modern era.  i do not expect to convert bind8 to autoconf, however.
