the point here is that RFC 2671 doesn't explicitly say "you MUST implement
me and you MUST use certain UDP packet sizes".
We have RFC 3226 for this, which requires EDNS0 + reasonable advertised
packet sizes for DNSSEC _and_ A6. Now, A6 has become less popular these
days, but NAPTR and friends are another reason to start with EDNS0
right away.
