I see two files changed with that revision:

     https://svnweb.freebsd.org/ports?view=revision&revision=527873

The new patch file is identical to the one on downloads.isc.org and I 
also verified the right files are being patched (five files in 
lib/isc/netmgr). The FreeBSD port looks to be correctly patched to me.

Also I don't believe the tcp client quota limits bug would ever cause 
netstat -Lan would to show too many listens queued (or many lingering 
closed/close_wait sockets).
