Added file parse.py, containing python code to parse zone master files.
This is basically a (somewhat dumber, largely regex-based) reimplementation
of named-compilezone.  It needs some cleanup and commenting, and support
for $INCLUDE and $GENERATE.  Eventually it will be used by loadzone.py.
