    [916] Introduce the prototype of the stats SNMP interface
    
    - add a script for pass_persist directive in snmpd.conf
    
    - add a generator of the SNMP MIB definition file
    
    - add a template file of a MIB text file
    
    - add unittests of these scripts and checking the MIB text file format by the
      snmptranslate command
