    [1893] make findNSEC3 testable for the SQLite3 accessor, too.
    
    implemented enableNSEC3 in TestSQLite3Accessor where we add NSEC3PARAM and
    NSEC3s.  the findNSEC3 test is now a typed test, shared for both mock and
    SQLite3 accessors.

    [1893] parametralized test NSEC3PARAM data so that they can be shared.
    
    the previous ordering of addition, RRSIG then NSEC3PARAM, doesn't seem to be
    necessary, so I reordered them in a more intuitive order.
