[bind10-dev] Code review procedure

All,

I looked at ISC's internal documentation of our review procedure, but it
actually didn't explain what it was, but rather included a bunch of
clarification on how to do it right - assuming you understood the basic
process.

So rather than using this as a starting point, I went ahead and wrote
down more-or-less how I think it works and used that as a basis for BIND
10:

We can of course debug this procedure - it's quite simple. The main
thing missing may be a more elaborate checklist, but AFAIK we don't have
anything like that now. Feel free to propose changes to the procedure,
especially useful things for the checklist.
