There is a doxygen plugin for Trac. Basically it just adds the HTML 
pages to the Trac website.

I can install and enable this on our Trac server.

Also there are a few ways to categorize the doxygen results beyond the 
defaults. I can help do that once we know how we want to further 
categorize the documentation.
