The logging would naturally be throttled if the restarts are.  It's sort
of critical that we not get into a high-speed restart loop.

Many things that do this will follow a pattern of:

start process
if fails, restart immediately.
if it fails again immediately, sleep for 5 seconds.
if it fails again, sleep 30.

etc.
