[bind10-dev] HEADS UP: Python Unit Tests now enabled for "make check"

"make check" now also will run the python unit tests (those using 
"import unittest"). This was for ticket #153.

A couple tests are disabled. I have tickets for those opened.

A couple tests may require ld.so to know where some third-party 
libraries are located. There is a ticket for that too.

Also note that some python "tests" are not ran, because I wasn't sure if 
they were expected to be ran.
