[bind10-dev] August release schedule and active tickets

The "4th Incremental Release" will be done August 12.

New code development should be completed by end of your work day on 
Friday, August 6. Then the focus is on completing reviews (or coding 
based on feedback on reviews). The final code freeze for code to be 
added to this development release is end of Tuesday, August 10.
