[bind10-dev] CHANGES file?

Comrades,

A conversation on bind-users has prompted me to wonder if we should
be logging CHANGES in the bind10 tree now, the way we do with bind9.

I see there's a ChangeLog file in bind10/trunk, but it's empty.

I would suggest we use the same format as bind9, unless there's a
compelling reason to change...?
