[bind10-dev] how to ensure we have a reviewed set of code?

Now that we are going to use the trunk for the active working
repository and for code review, the trunk will be a mixture of
reviewed and unreviewed code (actually it already is).

How can we ensure that we have a "release" branch (tag?) that only
consists of reviewed code from this state?  There's even not a branch
named "release", "stable", etc (yet).
