Hi,

ok i've added the last of the changes i needed for the config system,
and it's about done, finally :p
(except 1 thing; 'typecheck' for command arguments, but let's make that
a separate thing so we can go ahead and get this marked off)

i've updated the review tickets 38 (config manager) and 43 (config
libraries), so please take them :)

43 is a bit big, perhaps we should split this one into cpp and python
versions
