[bind10-dev] Trac support for time, estimation, and suchlike

The Trac wiki discusses a couple of possible approaches to time and
estimation:

A quick read leads me to think that we want the Time and Estimation
Plugin, because it is the easiest approach that supports estimation as
an explicit field:

If this seems useful, then we can install it and try to figure out how
to use it effectively.
