[bind10-dev] cmdctl cert and user location change -- and problems

I made it so b10-cmdctl looks under $sysconfdir/bind10.

Running from source tree appears to work, but running from installation 
fails even when I copy the files in place. The SSL appears to work. But 
when I start bindctl I get:

  t1:bindctl$ ./bindctl 
  ["login success "] login as root
  Bad config version 
  Failed to connect with b10-cmdctl module, is it running?

Also I see the cmdctl.spec defines key_file, cert_file, and 
accounts_file without any paths. Maybe this is related. What is the plan 
with this?

Why hardcoded in the b10-cmdctl if also in the spec file?
