I'd like to see if anyone has opinion about open points of trac#49
(name::split). https://bind10.isc.org/ticket/49

The major points are:
1. if we need to have both two (createAncestor and createSuffix) types
   of "split" or one is enough
2. member function vs non member function, especially when we choose
   "only one" for the first point
