Need to commit my make targets for generating man pages starting at top 
level.

Still working on new ChangeLog.

And commit minor Makefile changes for installing include headers. Please 
let me know what include headers are public.

Researching generating custom certificate / private key on 
install for bindctl/cmdctl usage. Maybe a standalone script or make 
target.

I plan to include my host (to be known as b10-host) with the release. So 
I started a manual page for it too. Note the plan is to be compatible 
with BIND 9 host(1). This is the only tool we have that uses the new 
BIND 10 libdns.
