We do need to update the ttls to see that a server has now decreased in
ttl. Increasing ttl is not a problem. This can be done with
opportunistic probes or explicit probes. Opportunistic probes have the
advantage of reflecting the activity of a zone and not creating
additional traffic. Explicit probes have the advantage of not slowing
down production traffic and being far more deterministic.
My belief is that the decision for opportunistic probes reflects the
desire to not update the nameserver ttl for a rarely used zone . It was
also the simplest thing to do. :)
