[bind10-dev] BoB and order of started processes

I found an odd thing in the BoB:
# start the xfrout before auth-server, to make sure every
# xfr-query can be processed properly.
This is above the creation of xfrout, but auth server is created before it (and
setuid is called in between to drop privileges). The except part that kills
processes if something fails seems to suggest xfrout should be created first as
well as the comment, the current order and the comment at setuid says the
opposite.
Which is the correct order? Is it significant when we start them, since they do
not have to start at the same speed (we should not expect the first started
process to become ready first too, it might be slower).
