Here is how I understand this issue. Peer review should be the same as
it has always been. One of the scrum concepts is the "definition of
done" and I know we still need to talk about this but I assume that peer
review is part of a feature being "done" for us.
the idea is that review time comes off the "buffer" or "overhead" time
for the project. I think we may not get this estimated perfectly the
first time, or even the second and this is okay, and to be expected. We
will get there. If it doesn't make sense to put the review time in the
buffer, it could go in individual task estimates I think, but for now....
