[bind10-dev] New dependency for builders

Hello

With merge of trac #322, the configure started to fail. It asks for setproctitle
python module. Is it possible to install it onto the test builders or tell the
builders to use the --disable-setproctitle-check flag to ignore the missing
dependency?

Commenting perl code is useless. You have to fully parse it anyway to find comments.
