[bind10-dev] windows support tickets

I created somw windows support tickets but:
 - can someone add a ! to escape Vista/Windows in #826 (it is
  recognized as a keyword :-)?
 - I don't know how to annotate tickets (I should have not enough
  permissions, my user name is fdupont)
 - it is possible (i.e., 100% likely) something goes wrong in
  default settings when I created the ticket, so please fix what
  should be fixed...
