I think your proposal is reasonable.  The only concern is the tasks in
"new tasks" pool may monotonically increase and will eventually be in
an unmanageable state.  But that's not specific to this idea, and we
can only see if this is a real concern as we do it, so I don't worry
about it too much at this moment.
