As long as we use a specialized version of this file (as we have done
so far), yes.

If your question is actually whether we want to specialize it in the
first place, I tend to say yes, too, because that's a common start
point when a user wants to build a package by hand.  But I understand
we could also say we should unify such information under doc/ and it's
a debatable point.
