The first version of the logging system is ready to be committed to master.  However, as it does require that log4cxx be installed on the system (the location of which can be specified when running configure), I thought I'd give advance notice so as to avoid builds breaking the first time you check it out.  I'll aim to merge it at the start of next week.

At present, it will only log to the terminal - a later ticket will add additional destinations.  In addition, it gets its (limited) configuration options through an API call instead of the configuration system.
