[bind10-dev] Performance tasks for A team

Hello

As I was asked, I created some tasks about improving the performance and put
them to the A-team sprint. I left some of the proposed ones out on purpose,
because they are either in part of code that is expected to change a lot or the
gain is dubious and they are hard to do.

They are the tasks #536-#540. They have no estimates yet, it is up to the whole
team to do them. From what we talked about on the call, we will send the
estimates to Stephen, he will publish them all at once and if there are
disagreements, we can do another call to talk them over (he said I should tell
him and he will send an email, but I think I can do it for him and tell the
whole team at once).

Also, the tasks are mostly proposals, if you don't like something there or you
think it can be handled better than the way I describe, I'm open to discussion.
