[bind10-dev] use domain port 53

We need to switch to port 53 now.

The tickets are:

b10-auth use domain 53
http://bind10.isc.org/ticket/617

b10-resolver use domain port 53
http://bind10.isc.org/ticket/618

I don't care if we use getservbyname and spec file list the "domain" 
name as an alternative to number. For now hardcoded 53 as default is 
fine.

I understand there is a concern about doing this now due to not being 
able to listen to specific interfaces or something like that.

Regardless, we need to hit these problems now and not later, so I'd like 
to switch to port 53 in the next couple days. Let's consider this a 
"head's up!"
