A working systest will also show a corresponding log entry for 
BIND10_PROCESS_ENDED_WITH_EXIT_STATUS process b10-auth (PID .....) 
terminated, exit status = 0.

Also a working test will start the b10-auth in less than one second. 
Notice above the delay is 30 seconds.

I think the config_handler which handles the stop/start of resolver and 
auth should verify that previous stopped before starting a new one.
