[bind10-dev] MSGQ tasks

Hello

I created the tasks for message queue, as we talked on the F2F. I hope it is
mostly complete, but the tests might show some more bugs, of course.

They are the tickets #1914-#1929.

Most other changes outside of the msgq will probably rely on tickets #1915,
#1916, #1917 and #1921. The rest will make the system work more reliably behind
the scenes.

Also, I draw a graph of dependencies (or, what I think are the dependencies) as
I was creating the tickets. It's on
http://atrey.karlin.mff.cuni.cz/~vorner/msgq.jpg and it'll probably stay there
until I decide to clean the directory up a little bit (which will not happen for
at least 2 weeks I'm sure).
