Yes, it is time.

Two things for us (including you) to quickly decide on:

1) how will we select which components to build/install (because, for 
example, a DHCP only admin doesn't want to build/install unneeded 
DNSSEC and a DNS only admin doesn't want to build/install MySQL-based 
DHCP server).

2) how will we split up BIND 10 into separate packages
