[bind10-dev] XFROUT_IXFR_UPTODATE note

src/bin/xfrout/xfrout_messages.mes says "Note: as of this wrting the 
'newer version' cannot be identified due to the lack of support for the 
serial number arithmetic.  This will soon be implemented."  That is from 
Nov. 2011.

Is that implemented in changelog #359 trac 1462 of Jan. 2012?

If so, can the "Note:" be removed and new wording added as needed?
