[bind10-dev] Paths, environment variables and more environment variables

Hello

As mentioned in #2557, we have an insistent bunch of ways of setting paths to
something (path to the message queue socket, -p, place where one or another
communication socket resides, etc). And we should solve it, and Jinmei correctly
notes it would be better done sooner than we release the 1.0 (or how it'd be
called).

I'd like to ask for proposals for the interface.
