[bind10-dev] Minor changes to coding style guidelines

All,

Based on our discussion at the team call on Wednesday, I have updated
our coding style guidelines with three things:

1. We now specify the order of headers
   http://bind10.isc.org/wiki/CodingGuidelines#OrderingIncludeFiles

2. The style for catch statements is now documented
   http://bind10.isc.org/wiki/CodingGuidelines#CurlyBracesforCatch

3. \brief for Doxygen comments should be explicit
   http://bind10.isc.org/wiki/CodingGuidelines#ExplicitbriefforDoxygen

Hopefully I got these right. :)
