[bind10-dev] Year 4 usability goals

What It Is
----
Attached please find my first pass at setting usability goals for
BIND 10 year 4. This is intended to be the first area of work that we
do in year 4.

There is a text file that explains a little bit about each focus area.
Each specific target there is listed as a single line, without much
description. Please forgive me, as there are many and descriptions
would have bloated this to massive size. Perhaps we can go through
these on Tuesday's call, if there are any that are very unclear.

I've also attached a spreadsheet in Open Document Spreadsheet format
(ODS) as well as a corresponding comma-separated-variable (CSV) file.
This includes each of the tasks, as long as a rough estimate on my part
of about how many days of work it would be for 1 engineer to finish the
job.

The spreadsheet does what spreadsheets do, and cranks out some totals
at the end. I adjusted by a rough fudge factor, and see that we come
out with something over 6 months of work to finish this list.

What It Is Not
----
This is not a final plan. Also, it explicitly does not include resolver
or DNSSEC maintenance work. It does not include our cool ideas about a
new in-memory data source. It does not include a ton of stuff!

What You Can Do
----
What I'd like from anyone interested is a look through the items in the
text file. If you are feeling bold, you can also look at the time
estimates and possibly even make your own.

We'll need to eliminate a lot of this work - realistically there is
simply not enough time to do it all. It is also quite possible that
there are large areas that need to be done instead.
