[bind10-dev] generated docs in git repo

Is it generated? If so, it is better not to have it in repo.

Having a way to enable and disable the generation of docs is good. But I think
admins might be surprised little bit if they are not generated, so it might be
on by default (and have an option on the build systems to turn it off).

Or, it could detect if docbook & friends is installed and then decide to enable
or disable it. But that might be a bit more work.
