A blank line as appose to a line with a <blank> has no <blank>s
once the comment is processed and a comment can appear anywhere
including at the start of a line.  That said RFC 103[345] have lots
of errors in them and room for interpertation.  I would suggest
re-writing them but we would just end up with a different set of
errors.
