Right. In BIND9 I forced Win32 to use 32-bit time_t for 32-bit builds
but that does not work if you want to build a 64-bit Windows version of
BIND9. I haven't had time to go in and fix this properly on BIND9 but it
should be done correctly the first time on BIND10.
