log4cplus is in testing:

    http://packages.qa.debian.org/l/log4cplus.html

it doesn't have any dependencies on packages that are not in stable, so
you can set up package pinning (http://wiki.debian.org/AptPreferences)
and do "apt-get -t testing install liblog4cplus-dev" if you don't want
to compile from source.
