[bind10-dev] Result of Question about statistics incremental update

As a result of questionnaire,

Incremental(delta) statistics data is prefered.
  # each counter is cleared when read.

For compatibility, both counter value and increment(delta) are allowed.

To distinguish counter value or increment, add a new "item_subtype"
(or another name) entity in statistics spec file in each module.

To implement this idea, we need to update
    - statistics protocol document  (where ? on wiki?)
    - config specification document (where ? on wiki?)
    - config library both c++ and python
    - config daemon
    - stats  daemon
    - auth or another components
