Well, I find it quite nice to use them, to distinguish local headers from
global/foreign ones. Also, on the other hand, using " " when moving directories,
it may actually help. If you rename a library with the tests and the tests
reference them with " ", we don't need to update them.

But anyway, with the restrictions you propose, the " " turns to be useless for
both these goals anyway, so maybe I'd vote for < > then.
