yeah testing (and fixing) configure-level changes on all systems tends
to be a timekiller.
I wonder if we should split this up, for to first identify all checks
that are done for each dependency and refactor them into separate
macros (no externally visible changes). That should, at least in
theory, make the actual task of separating partly builds much easier
(though in practice it will no doubt find problems that weren't
addressed in the first part yet, like the 'hidden dependencies'
mentioned).
