My quick impression is that nearly 10% of overhead is pretty
substantial, but that aside, my fundamental question is why "by the
release in September."  Is there any reason we cannot have a design
discussion first and then implement it?

Personally, when we see the need for design level discussion, I don't
like to incorporate possibly premature implementation to the master
branch because it can be a waste based on the discussion and tends to
be a barrier to make further improvements.
