I found some of the tickets only describe problems and it was not
clear to me how to address the issue.  I've given a point of 0 to
these tickets in my estimates.  I suggest we do not give points to
such problem-only tickets (which are not a issue themselves.   They
just don't have enough information to have an estimation of
development time).
